The primary focus of this program is to provide on the job training and skills attainment for the apprentice to obtain code enforcement certifications in the areas of property maintenance, plumbing, building, mechanical, and energy for residential inspections and plan reviews. The successful candidate will spend most of their day in the field with a certified inspector or learning the administrative nature of the permitting process in the office.
The Township will cover educational expenses. In return, the participant must commit to three (3) full years of employment with the Township following the attainment of their fifth certification. If this commitment is not fulfilled, the participant will be required to reimburse the Township for the total cost of the educational expenses.
Qualifications:
· An ideal candidate will have some experience in carpentry, construction, or the trades.
· Possess and maintain a valid driver’s license.
· Ability to understand and interpret ordinances, laws, and regulations for code enforcement.
· Ability to clearly communicate, both written and verbally, findings regarding each case
investigation to document potential violations for case preparation and summary report.
· Ability to receive feedback and training to better understand and perform job duties.
· Professional demeanor when working with citizens as well as team members.
· Ability to work under adverse \conditions.
· Ability to work and adapt to hostile situations.
· Maintaining confidentiality is essential.
· Proficiently work with electronic office equipment including copier, scanner, and telephones.
· Skilled in personal computer operation and a variety of software programs to include MS Excel,
Outlook and Word, and ability to learn permitting software program proficiency
· Handle multiple tasks simultaneously with interruptions.
Essential Functions:
· Demonstrate responsibility for learning and development by actively engaging with training
materials and trainers, consistently studying to prepare for required examinations, and
managing time efficiently to ensure steady progress and mastery of subject matter.
· Enforce ordinances and the International Property Maintenance code after certification and
training.
· Enforce ordinances and the International Building code after certification and training.
· Respond to citizen complaints of code violations.
· Inspect and investigate potential violations that have been reported to determine if a violation
has occurred.
· Prepare a summary report on conditions and findings regarding each case investigation to
document potential violations for case preparation.
· Prepare notices of violations to be sent or served directly upon violators after inspection and a
violation being found.
· Inspect residential properties at time of occupancy transfer.
· Inspect rental properties at time of tenants’ transfer.
· Enforce and administer the building, plumbing, mechanical, energy, and property maintenance
and other related codes as may be enacted by law or ordinance.
· Review and inspect residential building construction in accordance with the applicable building,
plumbing, mechanical, energy, and property maintenance and other related codes. Testify in
court.
· Communicate effectively with the residents, elected officials, and other employees.
· Work in compliance with other inspectors in the department.
· Perform data entry in computer system as necessary.
· Perform other duties as assigned by Director of Community Development.
Licenses, Registrations, or Certificates Required:
A successful candidate will obtain certifications in the following timeframe:
· 3 months from start date to obtain 1st certification- Property Maintenance
· 6 months from start date to obtain 2nd certification- Residential Plumbing
· 12 months from start date to obtain 3rd certification- Residential Building
· 15 months from start date to obtain 4th certification- Residential Mechanical
· 18 months from start date to obtain 5th certification- Residential Energy
