Description: Compliance with pollutant reduction mandates under the State’s current Municipal Separate Stormwater Sewer System (MS4) permitting program is a relatively new and challenging task for Pennsylvania Municipalities. Over the past five years, RES has worked with PennDOT, the Pennsylvania Turnpike Commission, and over ten municipalities in Chester, Franklin, York and Dauphin County to develop a procurement and project delivery solution that is referred to as Design-Build-Operate-Maintain (DBOM). Through DBOM procurement, Municipalities have found new ways to partner in a turnkey, pay-for-success model based on the purchase of pollutant reduction “credits”. The purchased credits are generated from a consolidated, lowest-cost-per-unit projects on land controlled by the third-party (RES), and with a guarantee of successful project performance. The presentation includes case studies demonstrating cost-effective MS4 projects from the perspective of the implementer. RES explains how the concept of a pollutant reduction credit has evolved in various jurisdictions over the course of two decades, leading to the current state of clean water procurement in Pennsylvania. Attendees should leave the presentation with new options for partnering with PennDOT, the PTC, and neighboring municipalities for better, more cost-effective MS4 compliance and pollutant reduction implementation.
