Upper Darby Township is seeking a dedicated and detail-oriented Code Enforcement Inspector II to join our team. This full-time position plays a vital role in promoting public safety, community standards, and quality of life by ensuring compliance with Township codes and ordinances. There are currently four (4) openings available for this position.
The Code Enforcement Inspector II is responsible for enforcing a broad range of Township codes and ordinances to protect the health, safety, and welfare of the community. This includes conducting field inspections and compliance reviews related to building safety, housing safety, property maintenance, rental inspections, and use and occupancy inspections. The role involves both proactive enforcement and response to code-related complaints. Inspectors document violations, issue legal notices, prepare case files, and provide testimony in court proceedings when required. This position requires regular interaction with residents, property owners, tenants, landlords, and business operators to educate, resolve violations, and promote strong community standards.
Key Responsibilities:
• Conduct field inspections of residential and commercial properties to ensure compliance with building, housing, and property maintenance codes.
• Perform rental licensing and use & occupancy inspections, respond to code-related complaints, and carry out proactive neighborhood sweeps.
• Issue notices of violation, citations, Stop Work Orders, and Condemnation Notices as appropriate.
• Maintain accurate inspection records, including photographs and case documentation, in the Township’s digital permitting system.
• Conduct follow-up inspections to confirm compliance and assist in dangerous building reviews as needed.
• Support legal proceedings through case preparation and courtroom testimony.
• Provide code-related education and guidance to residents, tenants, landlords, and business owners.
• Coordinate with other departments (Police, Fire, Legal, Public Works) on high-priority or cross-functional issues.
Qualifications:
• High school diploma or GED required.
• Minimum of two (2) years of field experience in construction, code enforcement, housing inspection, or a related regulatory field.
• ICC Property Maintenance & Housing Inspector Certification, or the ability to obtain within 5 months of hire.
• ICC Residential Building Inspector Certification, or the ability to obtain within 5 months of hire.
• Valid Pennsylvania Driver’s License and the ability to operate a Township vehicle.
• Basic computer proficiency, including Microsoft Office and digital inspection/reporting platforms.
• Strong interpersonal skills, professionalism, and the ability to interact with the public tactfully and effectively.
• On-site presence required daily at the Township building; remote work is not permitted.
