GENERAL PURPOSE
Manages and supervises plans examinations, permitting and inspection staff; performs administrative work enforcing adopted building, plumbing, electrical, mechanical, accessibility and energy codes and related Ordinance enforcement.
Essential Duties:
* Checks plans and specifications following the Plans Examiner’s Review
* Implements the principles of office management and keeps complex records, assembles and organizes data, and prepares reports relative to bureau policies and procedures;
* Directs inspection activities of the building, plumbing, mechanical, electrical, heating, housing, combination and sign inspection sections
* Assists in the development and implementation of Bureau policy and procedures relating to Construction Code Enforcement
* Serves as City liaison to Building Code Board of Appeals, Plumbing, and Electrical Licensing Boards
* Organizes, plans and directs day-to-day field inspection of all construction, erection, repair, alterations, removal and demolition of buildings and structures
* Supervises inspections of all such buildings and structures for compliance with adopted building, plumbing, electrical, heating, housing and sign codes and ordinances and with approved plans for such buildings and structures
* Recommends condemnation and/or demolition of buildings and structures, issues stop work orders
* Receives and assigns responsibility for investigation of all complaints relating to the construction, repair, alterations and occupancy of all buildings and structures
* May be part of the Bureau on-call system for building emergencies on nights and weekends.
* Schedules and directs staff meetings
* Leads staff-building, professional development and mentoring of staff for Commonwealth of Pennsylvania’s Uniform Building Code Licensing Requirements.
SUPERVISION GIVEN/RECEIVED
Works under the supervision of the Director of Building Standards & Safety
Exercises supervision over Building Inspections Supervisor, Plans Examiner, Building, Plumbing, Mechanical, Electrical, Combination Inspectors and clerical staff.
TRAINING AND EXPERIENCE REQUIREMENTS
Graduation from a four (4) year accredited college or university in engineering or architecture, OR
Have been a chief inspector for a jurisdiction for at least five (5) years, or
Graduation from a two (2) year college or university of recognized standing with specialization in civil, structural, mechanical or electrical engineering with three (3) years experience in building plans review; and
Completing all required UCC training requirements to achieve a Master Code Professional
Equivalent combination of related education and experience.
KNOWLEDGE REQUIREMENTS
Knowledge to examine plans and specifications of new construction, mechanical equipment and installations, including general knowledge of electrical, heating, refrigeration, and plumbing equipment
Knowledge to make interpretations and to determine whether such plans conform with provisions of the applicable codes and practices
Knowledge to enforce regulations and ordinances fully and impartially and to maintain good relations with the general public and the various trades
Knowledge to read and accurately interpret plans and specifications of any complexity, and to compare them with construction in progress
Knowledge to develop and suggest problem solutions to bring designs into compliance
SKILL REQUIREMENTS
Ability to delegate, assign and coordinate work for the divisions under their control and responsibility
Ability to consult with building owners, architects, engineers, contractors and the public and to effect satisfactory working relationships
Ability to establish and maintain effective working relationships with Federal, State and local officials, property owners, other institutions, and the public
Ability to prepare clear and concise reports
Successful customer service experience and a proven ability to deal with the public is essential
Ability to communicate ideas both in writing and orally;
Ability to work with computers; proficient with standard data and word processing software
