A message from PA DCED’s Housing & Building Standards Division…
As you are aware the Pennsylvania Uniform Construction Code will “go live” with the 2021 ICC codes on January 1, 2026.
As posted in the Pennsylvania Bulletin on November 29, 2025, the Pennsylvania Industrialized Housing & Buildings Program administered by the PA Department of Community & Economic Development, will adopt the 2021 Codes effective Monday, June 1, 2026. This means, all industrialized housing and buildings entering the first stage of production on June 1, 2026, must be constructed in accordance with these codes.
The 2026 Notices of Approval are currently being issued to each approved manufacturer, please note, these will expire on May 31, 2026. When the Department receives the required documentation related to the 2021 codes, a new 2026 Notice of Approval will be issued which will expire at the end of the calendar year as usual.
We appreciate your cooperation and look forward to a smooth transition to the new building codes.
Be reminded, a certified home or building that has yet to be sold remains exempt under the Pennsylvania Uniform Construction Code. Also, if a building permit or contract has been issued for a residential or commercial project, prior to the adoption date, the previous code is acceptable.
