(Sep 16, 2025) UPDATE: PA Dept of Labor & Industry submitted the final-omitted rulemaking to IRRC on September 10, 2025, updating the Uniform Construction Code by adopting nearly all the provisions of the 2021 International Code Council codes. The public meeting of IRRC to act on the submission is scheduled for October 16, 2025. The submitted rule-making package (Regulation #12-125) can be viewed at the IRRC website HERE.

As many of you may have heard, the UCC update moving from the 2018 to 2021 International Codes as of this date has not been reviewed by the Pennsylvania Independent Regulatory Review Commission. Based on this, the original date of July 13, 2025, for the updated UCC to go into effect is no longer valid.
The Department of Labor and Industry is currently working through the regulatory process to promulgate the regulations in accordance with the Act. We anticipate additional information to be released next week regarding the updated adoption timeline.
One question that many will ask is regarding the 6-month lookback. The 6-month lookback is contained in the Act and will start with the date that the regulations take effect.
Once the Pennsylvania Independent Regulatory Review Commission approves the regulation, the regulations are published in the Pennsylvania Bulletin prior to going into effect.
