The City of Altoona is seeking a qualified candidate for the position of Zoning Officer/Building Inspector. This position is part of the City’s Codes and Inspections Department and is responsible for the administrative and field work in the inspection of residential building construction and repair work conducted in the City. This position enforces zoning regulations contained in the City of Altoona Code while examining buildings during the course of construction, alteration, and repair in order to determine conformity with the Uniform Construction Code (UCC). Individuals will review building permit applications for compliance with code and zoning regulations, inspect buildings, investigate and review zoning complaints and provide support to the Zoning Hearing Board.

Necessary Knowledge, Skills and Abilities:

*Knowledge of laws, regulations and requirements applicable to the Pennsylvania Uniform Construction Code, the City of Altoona Zoning Code and the Pennsylvania Municipalities Planning Code, practices and applicable City policies, laws and regulations affecting methods as applicable to a municipal setting; some knowledge of Division activities.

*Considerable skill in reading, understanding and interpreting construction plans, blueprints, site plans and specifications; skill in operating the listed tools and equipment; considerable knowledge of the materials and practices used in residential building construction and stages of construction.

*Ability to read, interpret and enforce statutes, ordinances and regulations firmly, tactfully, and impartially both verbally and in writing; ability to maintain professional and effective working relationships with supervisors/directors, coworkers, contractors, engineers, architects, property owners, and the general public; ability to communicate effectively, orally and in  writing, with employees, contractors, constitution workers, other governmental agency representatives, City officials, and the general public; ability to read and interpret assigned plans, maps and specifications; ability to read, write and understand the English language; ability to meet the attendance requirements of the position.

*Demonstrated ability to work independently; skilled in planning, organizing and scheduling work efficiently; ability to carry out duties with little or no supervision.

Minimum Qualifications:

*High School Diploma or GED

*Minimum of two (2) years related experience; or *Any equivalent combination of education and experience *Commercial Building Inspector (PA L&I 15) certification
