The Centre Region Council of Governments is accepting applications for the position of Permit Program Technician – New Construction for Centre Region Code Administration, which serves seven municipalities (population of 100,000) in Centre County.

This is an administrative position responsible for the sewer management program and the on-lot sewage enforcement program, serving as the point person for contact with the Pennsylvania Department of Environmental Protection (DEP). In addition, the position will provide general assistance to the Code Administration office, including answering multi-line phone and directing calls to the appropriate personnel, scheduling inspections, and issuing building permits promptly. This position will compile and file all required DEP reporting for the sewer management and on-lot sewage enforcement programs; prepare building permits when approved by the building inspectors; coordinate inspectors’ schedules by answering phone calls and scheduling inspections; issue certificates of occupancies; enter inspections into a database; organize and file building permit construction documents; prepare outgoing mail; and other duties that may be assigned.

The successful candidate will have a minimum of two (2) years of university, community college, business school, trade or technical school, or related equivalent experience, one year of customer service experience, and strong attention to detail. In addition, the candidate must demonstrate the ability to communicate orally and in writing with clarity and precision using email and Microsoft Office computer applications. General construction knowledge is preferred. Within one (1) year of hire, the successful candidate must obtain the International Code Council (ICC) Permit Technician Certification and attend the Pennsylvania DEP Sewage Enforcement Officer training program.

The position salary ranges from $37,648 and $43,294 DOQ.
