Township of Upper St. Clair is seeking to hire a Chief Inspector.
Performs a variety of responsible administrative and technical functions in the administration and enforcement of the Township Building and Fire Codes, the Subdivision and Land Development Code and the Zoning Code. The Chief Inspector works under the general supervision of the Assistant Township Manager/Director of Community Development. Work involves initiative and independent judgment and is reviewed periodically upon completion.
Work is performed during regularly scheduled hours and may involve additional hours as needed.
The position is exempt under the Federal Fair Labor Standards Act.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Review site and building plans for compliance with Township Codes.
Conduct investigations of properties or developments for compliance with Township Codes. Prepare investigation and inspection reports and provides required documentation.
Issue zoning, building construction, and other approvals and permits as authorized by the Township Code.
Disseminate Township Code information and requirements to developers, contractors, architects, engineers, or the public.
Issue warnings, notices of violation, enforcement notices, or stop-work orders for Code violations.
Prepare cases for enforcement action and testify at hearings.
Calculate fees and penalties.
Assists in conducting research and preparing draft studies in relation to long-range plans, community development programs, and land development regulations.
Draft staff reports to the Building and Fire Codes Appeals and Advisory Board and the Zoning Hearing Board, including presentation on matters before each Board.
Assist the Zoning Administrator as necessary with matters pertaining to the Zoning Hearing Board.
Assist the Director of Community Development in the administration of building codes and land use regulations.
Performs tasks as required by the Assistant Township Manager/Director of Planning and Community Development.
Necessary Knowledge, Skills, and Abilities
Considerable knowledge of the principles, practices, purposes, scope, and techniques of community planning and zoning.
Considerable knowledge of building design and construction.
Considerable knowledge of the design and construction of sewers, streets, and utilities.
Ability to perform multi-dimensional tasks with accuracy critical to the success of the program.
Ability to read and analyze land surveys, maps, and construction plans.
Ability to prepare and analyze comprehensive and technical reports and data.
Ability to clearly and effectively communicate orally and in writing in the English language.
Ability to plan, organize and complete assigned tasks in a timely fashion.
Ability to organize and maintain records and files.
Ability to work and communicate effectively with Township employees, elected officials, other agencies, and the public.
Ability to operate the tools and equipment listed below.
Ability to maintain confidentiality where necessary.
Education and Experience
A combination of education and experience will be considered. Graduation from a four-year college or university with a Bachelor’s Degree in Engineering, Construction Technology, Architecture, or a closely related field and five years of experience in the field of construction/inspection or a closely related field is preferred. An associates degree in Engineering, Construction Technology, Architecture, or closely related field and six to ten (6-10) years of related experience may be considered.
Valid Pennsylvania driver’s license.
Applicant must have at least five (5) of the following UCC certifications at the time of hire. All remaining required certifications must be obtained within one (1) year of the date of hire.

Both office and outdoor work is required in performing the duties of the position. Outdoor work consists primarily of inspections of various land developments and construction sites, as well as land use violations. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
