POSITION SUMMARY
Under the direction of the Development Services Director, the Chief Building Official (CBO) performs a variety of supervisory, administrative, and technical work in the conduct of building inspections, permit processing, code enforcement and compliance activities. This includes overseeing staff and the day-to-day functions of the Code Enforcement Division, and when necessary, coordinating with other City departments, outside agencies and organizations to complete projects, execute programs or other related departmental activities. The CBO is responsible for establishing priorities and work schedules for the Division and supervising building inspectors, housing inspectors, property maintenance inspectors, and office staff (averaging 12 to 14 people). This position ensures compliance with codes, ordinances, and established operating procedures in the Division. The CBO also participates in Departmental Staff meetings and regularly meets with staff in the Code Enforcement Division to provide advice and technical code updates and interpretations. When necessary, the CBO may meet with developers, realtors, contractors, engineers, architects and property owners to discuss projects, assist staff with plan review (on occasion) and issue building permits on behalf of the Department of Development Services.

MINIMUM REQUIREMENTS
Education: • High School Diploma or equivalent • Extensive technical or specialized training such as that which would be acquired by an Associate’s Degree or two years of technical or business school.

Certification/License: • Valid Driver’s License • ICC CBO Certification or alternate qualification as a code official pursuant to West Virginia Code of State Rule Title 87, Series 7, Section 3 within 18 months upon hire. (This includes 3 modules per the ICC: Management, Legal, and Buildings Codes and Standards.)

Experience: • 4-6 years of relevant experience with some experience in municipal government working with officials, citizens, and various agencies.

PREFERRED QUALIFICATIONS
• College education with degree in management, engineering, or related trades. • Supplemental courses in building trades and seminars or conferences concerning general construction practices.

ESSENTIAL DUTIES – KNOWLEDGE – SKILLS – ABILITIES
• Perform all duties of the CBO pursuant to Article 1701 of the Morgantown City Code, and all other duties of a Code Official pursuant to state and local law. • Participates in the development and administration of the Code Enforcement Division budgets; participates in the forecast of necessary funds for staffing, materials, services and supplies; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary. • Responds to and resolves difficult and complex inquiries and requests for information; responds to service issues and complaints; represents the Division with other City departments, other agencies, and the public. • Provides technical and professional advice on code enforcement and building issues and other related divisional programs; prepares and coordinates reports and presentations on current issues as needed; recommends codes and processes for building code enforcement; participates in professional organizations; maintains statistics and reports on construction activity. • Coordinates the selection, orientation, training and evaluation programs for assigned personnel; provides and coordinates staff training; ensures ongoing review of codes and methods of inspection for staff; provides positive motivation for employee performance; identifies and resolves staff deficiencies; fulfills discipline procedures in coordination with the Development Services Director; reviews the work of staff and contract services personnel to ensure compliance with applicable federal, state and local laws, codes and regulations. • Monitors and keeps informed of current trends in the field of building inspection and code enforcement, including legislation, court rulings and professional practices and techniques; evaluates their impact and recommends policy and procedural modifications accordingly. • Establishes positive working relationships with representatives of community organizations, state and local agencies and associations, City management and staff, and the public. • Serve as an expert and/or fact witness in court. • Performs related work and duties as needed or assigned by the Development Services Director and the City Manager. • Requires general knowledge of all construction practices and the ability to read and interpret plans, blueprints, electrical layouts, and maps. • Thorough knowledge of municipal codes and building codes. • Knowledge of office equipment including computer, phone, fax, copier, and printer. • Software experience (Microsoft office programs). • Ability to prioritize and handle multiple projects simultaneously. • Ability to read construction plans and work with contractors and developers concerning all phases of construction work. • Capability to work with minimal supervision. • Ability to resolve complaints and work with dissatisfied customers in person, by telephone or email.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS
• Minimal external work or occasional exposure to physically demanding, unpleasant, strenuous, and/or hazardous situations. • Hazardous situations that may be encountered include but are not limited: -Elevated workspaces, mechanical hazards, electrical hazards, fire hazards. -Hazards associated with working around a construction zone site including dozers, high lifts and other operating machinery, saws, exposed electrical wiring and panels, and flammable material. • Performance of duties may require work from ladders, scaffolding, or other elevated workplaces. • Position requires repeated bending, crouching, and stooping. • Position requires performance of activities requiring fine hand-eye coordination. • Position requires the ability to lift 20 lbs.

USE OF TECHNOLOGY & EQUIPMENT
• Position has daily use of computers, the internet, smartphones, etc. to create databases, spreadsheets, or reports. • Position designs and creates customized reports, presentations, and/or documents using advanced software skills. • Position may require the use of a city issued vehicle.

CONTACT & SUPERVISION
• Regular contact with the general public, elected officials, government agencies and NGOs. • Responsible for the supervision of 12-14 full time employees. • Reports to the Development Services Director.
