The City of Gaithersburg (MD) Department of Planning & Code Administration, Permits & Inspections Division, is seeking a highly skilled and experienced professional to manage and coordinate building permitting activities and functions, including review and evaluation of detailed architectural and engineering drawings for compliance with building code requirements and legal standards.

As the Building Permits Manager, you will be responsible for managing and facilitating the permitting and inspections process from project conception to time of occupancy, including reviewing and evaluating architectural and engineering drawings for conformance and compliance with applicable building, fire, mechanical, energy, and accessibility codes.

Starting salary for this position is negotiable within the anticipated target hiring range ($105,000 to $120,000) and will be offered at a level consistent with the relevant experience and qualifications of the candidate. Job Functions

What you will do with us:

-Review and evaluate detailed architectural and engineering drawings for conformance and compliance with applicable codes.

-Manage and facilitate the building permits and inspections process and coordinate the process with all appropriate local, county, and state entities.

-Counsel, advise, and assist property owners and representatives, developers, project managers, architects, engineers, and contractors in using and navigating the permitting and inspections process to facilitate and secure code compliance and provide best options for achieving project goals.

-Promote economic development in the overall permit process and emphasize and ensure an expeditious process.

-Supervise and/or provide leadership, guidance, and technical  assistance to field inspection staff, plan reviewers, and permit technicians.

-Mediate construction jobsite conflicts between inspection staff and builders, developers, and contractors.

-Review and monitor City capital projects requiring permits for safety code compliance and proposed expenditures.

What you will need to be considered:

-Strong project management skills with a demonstrated ability to concurrently manage and review multiple projects in varying stages in the process and to juggle competing priorities.

-Demonstrated high level of project accountability and ownership from inception through completion, with attention to detail and technical accuracy resulting in high quality deliverables completed in a timely manner.

-A proven track record as an innovative leader with the ability to educate, motivate, and develop staff to obtain measurable results and to effectively collaborate with multiple departments and outside agencies and stakeholders.

-Comprehensive knowledge of the International Building Codes, ADA regulations, and NFPA codes and standards.

-Excellent organizational, presentation, analytical, and written and verbal communication skills.

-Strong computer skills and the ability to embrace new technologies and innovation.

Education, Training, Experience & Certifications:

-Bachelor’s Degree in Civil Engineering, Architecture, or closely related field.

-At least 7 years of professional relevant building plan review and inspection experience, preferably in municipal government.

-At least 3 years of experience in a managerial or supervisory capacity.

-International Code Council (ICC) Building Plans Examiner certification and Building Inspector Certification (preferred) or ability to obtain both certifications with 18 months of employment.

-A valid driver’s license and a safe driving record.

-Or any acceptable equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities to satisfactorily perform job duties.

This is a full-time salaried “exempt” position requiring a minimum of 40 hours per week (not eligible for overtime compensation under the provisions of the Fair Labor Standards Act and the City’s personnel regulations).
