Code Enforcement Officer North Middleton Township, PA 03/23/2018

North Middleton Township is located at 2051 Spring Road Carlisle PA 17013.

The Codes Enforcement Office is a salaried exempt position of which the duties include, but are not necessarily limited to the following:

1.     The Codes Enforcement Officer shall report directly to the Township Manager.

2.     Enforcement of the North Middleton Township Code of Ordinances.  The enforcement shall include the acceptance, issuing and monitoring all necessary permits; shall perform all required inspections; shall issue stop-work orders or removal orders where appropriate and shall file and prosecute citations and the like before the local District Justice or other board of enforcement on behalf of North Middleton Township.

3.     Prepare all public notices, agendas, maintain records for the North Middleton Township Planning Commission and Zoning Hearing Boards.  Appear at their meetings as a representative of North Middleton Township.

4.     Coordination of all activities of the North Middleton Township Sewage Enforcement Officer and maintain the appropriate records.

5.     Serve as department head of North Middleton Township's Code Enforcement Department.

6.     Provide consultations for person requiring information regarding the Township's Ordinances which he/she is responsible to enforce.

7.     Planning duties including working with developers, tracking plans, collection of all fees including escrow and recreation fees.

8.     Follow and enforce the mandates of the North Middleton Township Personnel Policy Manual and the mandates of the Second Class Township Code.

9.     Perform duties as required by the Board of Supervisors and/or Manager.

10.   Prepare a monthly activity report.

11.   Patrol the Township for violations of Township regulations (i.e. building code, and zoning, subdivision, weed, burning, recycling, and nuisance ordinances, etc.)  Notify builder / owner of said violation(s).  Conduct inspections and follow-up inspections to assure abatement of the violation(s).

12.   General office duties, including but not limited to filing, filling out reports, maintaining records and related activities.

13.   Responsible for invoicing of recreation and developers fees.

Education:  High school graduate or GED.  Some college preferred.  UCC certification required.

Continuing Education:  UCC certification must be maintained by taking the required courses.  Any other PSATS seminars that are job related.

Previous Experience:  Minimum of four years building experience, three years of which he / she must have been in responsible charge or supervision of building construction.  Prior building code enforcement, violations, training, and or college or related curriculum may be substituted for the required building experience.  UCC certification preferred.

Special skills, attitudes, or personality traits: 

1.     Ability to deal with the general public, including, taking time to listen to their problems and explaining why certain rules and regulations are needed.

2.     Must have a valid Pennsylvania driver's license.

3.     Ability to read and understand blueprints.  Generally informed on good engineering practice in respect to design and construction of buildings.

4.     Computer literacy and operation skills.
